I wouldn't duck any bill I rightfully owe, I'm just curious.
1. As a United States Citizen who lives in Virginia, what if I was vacationing in Italy, and while there I had to go to the hospital. Maybe my insurance doesn't cover overseas medical costs, so I have to pay out of pocket. I give them whatever information they need and agree to whatever payment schedule we come up with, but then go back to the United States as planned and don't pay them.
2. I rear end a guy while driving in Australia and am like, "Oh yeah, I'll pay for it." Then give him false information and go back to the US, and he never hears from me again.
In situations like those, can you be held civilly accountable? If so, how? If I'm not mistaken, even if they sue you, courts in other countries have no jurisdiction in the US.

They could sue you and in the case of the hospital they could garnish your wages in the US. The individual would be out of luck.}{
